Doubt

Simon says that decision making has both factual and ethical content.the latter because a decision is an alternative that is arrived at after evaluating its premises and deciding them to be better than alternative decision premises.
does that mean that for simon a more rational decision is a more ethical decision? And if so, is he similar in this regards to john rawls theory of justice and veil of ignorance(both try to make the right choice based on rationality).
