Assam: Kokrajhar Violence

Last year when we appeared for prelims, Assam was in news for one particular reason. Rise of violence in Kokrajhar in Aug'16.

What was the issue?

How deep is Bodoland problem?

Who are the major parties involved?

Bodoland Liberation Tigers (BLT) and the The National Democratic Front of Bodoland (NDFB)...What are their demands?

    Bodos are an ethnic and linguistic group in Assam that have been asking for a 'separate state' not independence. Bodoland comprises mainly of areas north of Brahmaputra in the state of Assam.

    Their main issues are:

    1. Land encroachment by rich land lords just after independence and by immigrants since which is reducing them to a minority within Bodoland.
    2. Protection of their cultural and linguistic identity
    3. socio-economic underdevelopment because of Assam governments neglect and apathy
    Important Groups involved are:

    • All Bodo Students Union(ABSU)
    • National Democratic Front of Bodoland led by Songbijit
    • Bodo Liberation Tiger Force who formed the Bodoland Territorial Council and administer Bodoland Territotial Areas District. Considered to be a competitor of NDFB.
    Somewhere in 90s ABSU signed an accord with the government in a manner that fulfills the socio economic aspirations of Bodos but it subsequently failed because of lack of governments commitment to fulfill the promises made in the accord. Violence again started.

    During the Vajpayee time in 2003 again an accord was signed, but this time with the BLTF. This accord led to the creation of Bodoland Territorial Council under the sixth schedule.There was a renewed request for statehood by ABSU after Telangana was granted. They say their don't talk about just Bodos when they ask for separate state but talk about all the ethnici groups and people who live in Bodoland and hence their fight is not just based on ethnic lines.

    In 2015 Indian forces carried out Operation All Out in order to put down NDFB peesonnel for violence that they carried out against other ethnic and religious groups in Bodoland after which their numbers supposedly got reduced by a lot. This attack is considered to be a reassertion of their reach and power by NDFB as per the government especially after the formation of new government in Assam. But NDFB has said it did not carry out the attack as per news.

    Sonbijit is believed to be hiding in Mynmmar as per the government and their group is active along the Indo Bhutan border.
