In order to improve the MSP procurement system and make it more effective, the following recommendations are offered:
i. First and foremost the awareness among the farmers needs to be increased and the information disseminated at the lowest level so that the knowledge would increase the bargaining power of the farmers. In the process the farmers will become empowered which would give them the legitimate dues.
ii. The basic source of livelihood for the farmers is farming and the delay in payment has negative effect. Our micro-level analysis finds, inter-alia, that although fair grading and weighment in MSP procurement induces farmers to opt for MSP, unavailability of on-spot payments deters farmers to sell at MSP. The delay in payment needs to be corrected and immediate payment should be ensured. For sustainability of farming prompt payment at remunerative rates should be made. Thus, intervention may be specifically directed towards reducing payment time for farmers in case they are accessing the MSP route to protect them from unfair market practices and guaranteeing them an effective minimum support price.
iii. It has been found that MSP rates are announced after the sowing season begins or at the time when the farmers have already initiated the necessary preparation for sowing a particular crop. Rather, as intended by the policy makers, MSP should be announced well in advance of the sowing season so as to enable the farmers to plan their cropping.
iv. Improved facilities at procurement centres, such as drying yards, weighing bridges, toilets, etc. should be provided to the farmers. More godowns should be set up and maintained properly for better storage and reduction of wastage. Transport facility (say, in the form of providing two wheelers) for Purchase Officers may be considered to help them effectively discharge their work, as they have to cover all the DPCs located within their jurisdiction.
v. These should be meaningful consultation with the State Government, both on the methodology of computation of MSP as well as on the implementation mechanism. vi. The small and marginal farmers can be provided with some exemption in FAQ norms to provide them with a source of income. The Procurement Centres should be in the village itself to avoid transportation costs. vii. The farmers should receive their MSP rate in case on the spot and in the same day, so that they will be encouraged to improve their production and create more marketable surplus.

Top cyclonic storms to have hit India in recent past:
Tropical Cyclone Vardah has made an appearance and made a landfall in Tamil Nadu and Andhra Pradesh on Monday December 12, 2016.
1. Cyclone Laila: In 2010, the south-eastern part of India was hit by two 'severe' cyclones within a gap of few months. The first being Cyclone Laila entered along the coast of the Bay of Bengal. Total deaths in Sri Lanka, Andhra Pradesh and Tamil Nadu amounting to 65 and cost of damage reached a total of USD 117.49 million.
2. Cyclone Jal: After Cyclone Laila, Cyclone Jal formed in the Pacific Ocean on 31st October, 2010. Torrential rains poured in Thailand causing extensive flooding which led to the demise of 59 people and similarly claimed four more lives in Malaysia.
The cyclone Jal proceeded towards Andhra Pradesh where, through timely warnings. 70,000 people were evacuated from villages where damage was expected to be the highest. On 9th November, the C.M. of the state declared 54 people dead due to the storm.
The total damage estimated by the Indian government was USD 53.55 million with Visakhapatnam district suffering a damage of USD 18.53 million, Nellore district suffering a damage of USD 22.59 million and Prakasam district suffering a damage of USD 12.43 million.
3. Cyclone Phailin: Cyclone Phailin was a cyclone of matched magnitude to hit the peninsula in October 2013. The cyclone hit Andhra Pradesh and resulted in the evacuation of 64,000 people from low-lying areas. A total of 134,426 people were eventually evacuated.
Power and communication lines went down across the district. With one casualty, the damage amounted to USD 8.1 million in Andhra Pradesh alone.
4. Cyclone Hudhud: The last time a cyclone of Vardah's scale breached from the Bay of Bengal was in October 2014 when Cyclone Hudhud originated from the Andaman Islands and snowballed into a category IV cyclone, being dubbed as 'Extremely Severe.' It proceeded to hit the Indian states of Andhra Pradesh, Chattisgarh, Madhya Pradesh, Odisha.
The estimated damages were approximated to a total of USD 3.4 billion. Death toll due to the cyclone hit 124. Unlike most Bay of Bengal storms that dissipate quickly over land, Hudhud has been the only tropical cyclone whose remnant ever reached as far north as the Himalayas.
The cyclone further proceeded up north to trigger an avalanche in Nepal. Prime Minister Modi announced of October 15th that USD 136 million was to be awarded as aid for affected areas in Andhra Pradesh.
5. Cyclone Nada: Recently, Cyclone Nada appeared to threaten the peninsula in late November 2016. Howeve, the cyclone seemed to fizzle out with its landfall in Tamil Nadu. Heavy winds were encountered, however.
just a simple suggestion from my end..ignore if it doesn't suit your study-style or strategy..based on my personal experience.......I have cleared pre twice.....not made any notes what so ever during my prepration....except GS paper2 polity/IR debacle due to wrong approach towards this paper answers..got good marks everywhere else in mains papers including essay and optional..missed interview cutoff in general category narrowly in 2015,wrote 2016 mains too...enough self-boasting:).....and of course there are more better guys here with better performance than me..just my opinion..notes will eat away all ur time..use notes already available in market..selectively the good ones..brief,relevant compilations....and use all your time towards reading to enhance width,depth,coverage,reliability and accuracy..with every sunday writing practice of 1.5 hours good enough......newspapers and current affairs alone,will keep mains preparation on track..rest complete optional atleast basic coverage fast..and devote complete attention towards pre+newspapers+current affairs+compliation notes from market+every sunday 1.5 hours writing to keep writing speed,handwriting,practice alive till 2 months before pre....2 months before pre again different startegy has to adopted...this is what I have been doing,,and it is working for me..anyways..there are always variations in preparations styles..but do not makes notes at the cost of your pre....though some interaction while notes making keeps motivation and study spirit alive..u can use chai time informal discussions,forum ias etc for that motivation.

Dnt worry . .but u should start as soon as possible. .always remember there is no seperate preparation for prelims but yes it has a seperate strategy. .so dont sideline mains preparation. .whatever u r doing from the newspaper do a bit analysis and relate that news from the topics given in the syllabus.fir the static portion u can start from history or geography .that would help ..or u can refer insight also ..start it now ..remember you have to clear all three steps before funding ur name in the pdf..and no doubt mains is the most imp one
