Is there any reservation in promotion in central government jobs?

edited September 2016 in Miscellaneous
My father works in jharkhand government as a veterinary doctor and there his boss is a sc/st junior colleague who used to be 8 years junior to him and he is now 11 years senior to him with anti date seniority ....so i am just curious to know whether reservation in promotion is there for central government employees as well; especially at group A and group B level?

    Conditions Apply. @mimansa
  • Temporary inconvenience. Expected to be extended to all current beneficiaries of reservation in due course of time.
  • no not in promotion but only once for entry

No idea about IAS specifically. Look up in rules and conditions of service for AIS and the promotion policy for the same. But one of my relatives was in central government service and SC/ST quota was there in every department of that ministry (union).

See, promotion reservation is conditional to the government proving that that particular caste/class is 1) backward 2) inadequately represented.

Supreme Court has overruled many promotion quotas in the last decade because either of the two conditions above were not met or proved by the govt. The govt has tried to pass a Constitutional Amendment, amending Art 16(4)(A) so that it does not need to prove anything for giving promotion in reservation. (117th if I remember correctly. Google up).

  • Yes there is provision for such promotion but only for group B and C post, not in group a jobs (gp 5400 nd above), so chill there is no such reservation in promotion in IAS, your fathers gp may be lower Thn class a entry thats why this thing happens, u don't worry no such thing for ias

Yes. This is what I heard but I wasn't sure. But I also heard that govt has thrown out Art 335 (administrative efficiency) with the 88th CAA proviso. So I am not sure if all group A are excluded - blanket. Are they?
