Question is vague. Notification of what with respect to elections? Ec notifies only "dates and schedules".
And recommendation is issued by President. If president needs any advice on conducting elections, such as elections during a pres rule, he seeks advice from ECI.
Will go with option 1 assuming, the notification is with respect to dates and schedules. And president is a part of govt, so yes govt recommends.
