Its under the purview of particular state to decide whether legislative council (Vidhan Parishad) should be or should not be setup. Can someone please list out in chronological order of initiation of it till final, along with various approving authority (like Governor, parliament etc.). Can Parliament initiate the resolution in the same on President's recommendation?
no.. parliament cant initiate. 1. state assembly has to pass a resolution and then only parliament can act on it. 2. even after parliament authorises, it rests on state whether it wants to setup council or not.

The process is simple -
1. State passes a resolution by special majority for abolition/creation of LC.
2. Parliament then passes a law by simple majority for its effect.
Governor has no direct role in it. It does not amount for amendment of constitution.
