Ideally bhi yes kyse punditjee parliamentary system means party system that means mandate and overall opinion means each individual while u can rule with barely 40 percent mandate
We cant say that parliamentary or for that matter presidential system represents overall opinion of people.notwithstanding with above propositions we can not deny that it ascertains greater accountabilty of the government toward the masses who are ultimate source of power.
