People write answers in an exam a with different mind set. I for same can't reproduce here what I actually wrote in exam. Someone mentions one more thinker here and peeple will start doubting their own answers.hence better to wait for results and then discus.

Public-Private Admin Dichotomy: Waldo says Public Admin is different from Pvt as it has to uphold Constitutional values and public interest. He attacked the generic nature as propounded by Henry Fayol and others. 3. Waldo was sceptical as regard to the reality of Universal theory of Public Administration which the very aim of Classical Theorists through their principles.
Thus through above ideas Waldo shook some of the foundations of classical beliefs.
