Enviornment Impact Assesment

Any idea what is standard procedure. Earlier it was based one the amount involved in the project in 2006 it was changed to the area involved. So beyond 1 lkh kmsquare was to be approved by CPCB, and less than it is to be approved by SPCB.
Is it still valid, role of NGT, EAB any idea.

    As per EIA, 2006 notification...
    1. All projects and activities are divided under Category A and Category B. This categorization is based on spatial extent, impact on health, impact on natural and man made resources..
    2. For Category A projects, EAB recommendation followed by MoEF approval is needed. The approval is also required for change in product mix or expansion/modernization of existing projects.
    For category B projects : Recommendation by State Expert Appraisal Committee (SEAC) followed by approval of State/Union territory Environment Impact Assessment Authority (SEIAA) is needed.

    3. The classification in category A and B varies from project to project....
    For mining of minerals: Cat A: more than 50 ha. mining lease area.
    Cat B: more than 5 ha and less than 50ha.
    For river valley projects: Cat A: more than 50MW generation capacity or more than 10000ha of culturable command area
    Cat B: more than 25MW and less than 50MW. or less than 10000ha of cca.
    For thermal power plants: Cat A: more than 500MW for coal/lignite/ gas based.
    Cat B: less than 500MW " """"""""""""""""""""""""
    For nuclear power projects: All comes in Cat A.
    For Offshore/onshore oil and gas projects: All under Cat A.


    NGT does not come into picture much during EIA... Its role starts after the EIA clearance is given to nullify any arbitrary decision or clearance from MoEF...........
