Which act introduced indians to Legislative Institutions during British India?

Will it be Charter act of 1853 as it introduced Local Representation in Indian (Central) Legislative Council, or,
Indian Councils Act1861, which began Representative Institutions for Indians?

I am asking after reading the two acts as written in Laxmikath's 1st chapter.

Please note, the question is not about Viceroys's executive council, which took Indians in 1909 but first Indian Association with Legislative Institutions in British India.

    Agar yeh question UPSC mein hata hai then it will become debatable like rest of the questions
    But straight forward agar UPSC dekhe then it is indian councils act 1861

    Aur Shayad kisi reason ki wajah se usse council act kaha jaata hai
  • Local representation means just a representation from local councils and presidencies. In 1853, local representativves from other presidencies were included. In 1861, INDIAN were included in legislative roles.

    Local representatives could be britishers or indian but from LOCAL COUNCILS but in 1861 indians were included.

    That only was the doubt, ie. Local representation could be either British or Indian as its not specifically written in books.
    So answer would be 1861 Act.
