Fundamental Duties Enforceable or not?

The chapter on FD in Laxminkanth says that FD are non justiciable but are enforceable by law. Can someone please explain how are they enforceable because many articles and books mention them as non enforceable. Also, does the author mean they are enforceable on the basis of Verma committee?

  • Non justiciable - nobody can approach court to enforce them.

    Enforceable by law - parliament can pass some law to give effect to any subject matter (of anything DPSP, FD etc.)

    What Laxmikant meant is FD are not justiciable and enforceable by itself (by Constitution).

    FD are enforceable - Wrong statement.
    FD are enforceable by law - Correct statement.

    It means no one can reach higher judiciary to enforce FD on the basis of Constitutioal provision only.

    But Parliament can make a law to make them enforceable. For example- right to education and obligation on parents.

  • Fundamental duties are enforceable through legislative action subject to judicial review but it is not enforceable through court of law
    For example, playing of national anthem in movie hall has been made optional by supreme court
