    In respective contexts:

India-US 2+2 talk means both diplomats and defence bureaucrats will show up on table from both sides. EAM and Defence minister will attend meeting from both sides. So 2 from our side and 2 from their side. (2+2)

China proposed 2+1 format which means india and china will.come on a common platform to hold talks with a third country. It's not trilateral meeting where every party has equal footing. For example, india and china (2) together will hold talks with Nepal (1). So 2+1.
  • India US talks are at ministerial level comprising of foreign and defence ministries. So here 2 represents ministries. We have such talks with Japan as well

What China has proposed is talks at govt level i.e. India and China would together engage with nepal
    Mission 2018 - Final assault
  • In the meantime 2+2 is deferred once again.
