Those from Assam who cleared Prelims: Has Govt of Assam stopped giving Rs. 1 lakh?

I had submitted an application for the Rs. 1 lakh one-time financial assistance given by Govt of Assam but was told today that the Rs. 1 lakh that successful candidates were getting till last year was not from any govt. scheme but from the Chief Minister's relief fund, which till last year, was given my Tarun Gogoi in his personal capacity. Hence, I have been told by an officer in the Chief Minister's Office (CMO) that whether candidates this year will get the amount will depend entirely on the new CM Sarbananda Sonowal. From the tone and body language of the official, it appeared to me that the Rs. 1 lakh is history from this year. He also told me that last year they had two cases of fraud where two candidates who didn't clear prelims photoshoped the result sheet and sent the application with their roll number photoshopped over some genuine roll numbers. Is there any way we can appeal to the CM for continuation of the financial assisatance, as it helped a lot of candidates who were otherwise financially stressed? Senior players please guide on this issue.
