I am sharing Important committees from my notes that were formed in 2012 - 13 or were in news sometime in 2012 - 13. You can add committees that have been left out with a very brief description.

- One can also give a brief account of the committees that have already been listed ( As my notes are not very comprehensive :P ). For the larger benefit of forum members. :)

1) YOGENDRA GARG COMMITTEE
o It’ll draft the model GST legislation.
o the Committee will be monitored by Central board of Excise and Customs.

2) SHILABHADRA BANERJEE COMMITTEE
o FICN – FAKE INDIAN CURRENCY NOTE
o To increase the security features for currency notes.
o To prepare a roadmap for progressive indigenization of various inputs.
o Create a “Directorate of Currency” under Finance Ministry to coordinate & oversee acquisition and R&D efforts of security features for currency notes and other security products.
o Under this Directorate of Currency, set up a National level research and Development unit for raw material, security features and currency printing machinery.

3) SHYAMAL SEN COMMITTEE
o Gorkhaland Territorial Administration.

4) BAJPAI COMMITTEE
o Set up by PFRDA to go into the reasons for the slow progress of NPS in the private sector.

5) THORAT COMMITTEE
o NCERT Text book Cartoon row.

6) RANGANATH MISHRA COMMISSION 2007
o Recommended that official discrimination against Christian and Muslim dalits be ended by restoring to them, without delay their SC status.
o No action taken till now.

7) NARESH CHANDRA COMMITTEE
o On defense reforms.

8) YASHPAL COMMITTEE
o Constitutional body of NCHER, Higher Education & Research Bill. Not considered.

9) RAGHAVAN COMMITTEE
o RAGGING.
o need of conducting democratic elections to the students’ unions in colleges. The report also underlines the need to implement the Lyngdoh committee report.

10) K C CHAKRABARTY COMMITTEE 2009 - RRBs.

11) PARTHASARTHY SHOME COMMITEE
GAAR The expert committee on General Anti Avoidance Rules - GAAR - has recommended postponement of the controversial tax provision by three years. It has also called for abolition of capital gains tax on transfer of securities.
To re-assure global investors, the Committee in its draft report, suggested that GAAR provisions should not be invoked to examine the genuineness of the residency of entities in Mauritius.
The Committee, headed by Parthasarathi Shome, has recommended that GARR be applicable only if the monetary threshold of tax benefit is 3 crore rupees and more.

12) RANGACHARY COMMITTEE - TAX ISSUES IN DEVELOPMENT CENTERS AND IT SECTORS.
many MNCs carried out activities such as product development, analytical work and software development through captive entities in India and existed in a wide range of fields, including IT software and hardware, and research and development (R&D) in sectors such as pharmaceuticals, automobiles and other scientific areas which were popularly called Development Centres. Over 750 MNCs have such centres at over 1,100 locations in the country.

13) AP SHAH COMMITTEE - KKNPP. & Privacy

14) INFOSYS’ KRIS GOPALAKRISHNAN
was appointed to head the NATIONAL CLOUD COMPUTING PANEL to connect state data centres (SDC) through a national cloud network, as part of the National eGovernance Plan, which would provide government business services to the citizens via the Internet. There are SDCs in 16 states presently

15) Expert Group under the Chairmanship of DR. C. RANGARAJAN
“Review the Methodology for Measurement of Poverty”.

16) Bank employee agitation to protest unilateral implementation of KHANDELWAL COMMITTEE REPORT on human resource management in public sector banks and government's policies against liberalization and privatization.

17) The Centre has set up a 21-member committee to suggest ways for reforming regulatory environment for doing business in India. The panel, headed by former SEBI Chairman M DAMODARAN, will prepare a detailed report within six months and submit the same to the Government

18) Expert Committee to examine how Panchayats could be leveraged for more efficient delivery of public goods and services under the Chairmanship of SHRI MANI SHANKAR AIYAR

19) The JUSTICE M.B. SHAH COMMISSION, which went into illegal mining of iron ore and manganese in Goa, suggested that leases be granted through public auction to reduce corruption.

20) In India, in 2010 the Planning Commission instituted a High Level Expert Group (HLEG) led by DR. SRINATH REDDY. The report of this group, which sketched a basic framework for UHC in India, was submitted to the Planning Commission in late 2011.

21) Task Force headed by Nandan Nilekani on cash transfer of subsidy on kerosene, LPG and fertilizer.
22) Committee on Public Procurement headed by former bureaucrat Vinod Dhall

23) Kelkar Committee on fiscal consolidation

24) Prime Minister had set up a committee under the chairmanship of Dr. C. Rangarajan, Chairman, Economic Advisory Council to the Prime Minister to look into all the issues relating to the deregulation of the sugar sector.

25) Hashim committee – Identification of Urban Poor.

    33. Expert Committee under Sam Pitodra (Advisor to the Prime Minister on Public Information Infrastructure) :
    ->Appointed by I & B Ministry on 29 January 2013 .
    -> to review the institutional framework of Prasar Bharti ;
    ->would suggest ways of using the new media to deliver digital content both in broadcast mode like DTH and in a demand based mode like YouTube.

    PRIME MINISTER SETS UP THE ARCHITECHTURE FOR CASH TRANSTER

    In a move to cut down wastage, duplication and leakages and to enhance efficiency, the Prime Minister has given a major push to transfer individual benefits from the Government directly into the bank accounts of beneficiaries.The idea is to move to a completely electronic Cash Transfer System for the entire population.
    the Prime Minister has set up the architecture for moving to electronic Cash Transfers leveraging Aadhaar.

    Architecture for Cash Transfers, set up by PM, will be functioning in a coordination mechanism and the architecture will consist of the following,

    1. National Ministerial Committee
    ->Ï It will headed by PM.
    ->It will have all concerned ministers Finance, IT, Social Justice, HRD, Minorities, Labour, Health, Food, P&NG, Fertilizers, and also members from Planning Commission, UIDAI.
    ->Ï This committee at the highest level would ensure coordination and decision-making at the highest level and impart the necessary urgency to the program.

    2. National Executive Committee

    ->Ï It will have Secretaries of all concerned Ministries as members.
    ->This committee would meet frequently to coordinate action, ensure adherence to time lines and sort out hitches in the program as it is rolled out.

    3. Implementation Mission and Committees

    ->It will work on and finalise all operational and implementation details relating to the design and operation of the transfer system.

    The Mission will have the following sub-committees
    # Cash Transfer Mission Technology Committee
    -to focus on the technology, architecture and IT issues.
    # Cash Transfer Mission - Financial Inclusion Committee
    - to focus on ensuring Universal Access to Banking and achieving complete Financial Inclusion.

    # Cash Transfer Mission - Electronic Benefit Transfer (EBT) Committees
    - to work out the details relating to EBT such as data bases, transfer rules, controls, audits, etc. There would be one for each Ministry which is engaging in benefit transfers.

    P.S. National Executive Committee will monitor progress and ensure timely roll-out.

    -> set up by National Shipping Board (NSB).
    -> chairman: D.T. Joseph (a former Secretary, Ministry of Shipping (MoS)

    Background:
    ->The center government is planning Indian Maritime Service (IMS), an all-India cadre like IAS and IPS, to ensure proper administration of the maritime sector.
    ->An in-principle decision has been taken at the highest level following which a committee set up by National Shipping Board (NSB) under the chairmanship of D.T. Joseph is studying the matter.

    P.S. "IMS will be introduced as part of civil services exam being conducted by UPSC."

    As far as I know, RS has to bring amendments to bring any new AIS. Don't remember any such bill.

    It has not been introduced yet..centre is likely to introduce IMS.

    i think after this committee would submit the report,The Rajya Sabha can authorize the Parliament to create new All India Service i.e IMS.

    Need for the IMS in maritime administration:

    Quoting Sandeep Chandra:
    " It was unfortunate that the chairpersons of major ports were IAS officers without much experience in the maritime sector. By the time they gain expertise in port administration, they get transferred to some other post. Hence, there is a need for experts in marine administration."

    As far as I know, RS has to bring amendments to bring any new AIS. Don't remember any such bill.
    This was in news in September,2012 and no bill has been introduced,NSB has formed this committee to study the matter.

    is in the concurrent list...
    I guess the rationale is that the AIS cadres can be used to administer all ports- major and minor. This will enable synergic development of a hub-spoke maritime network. "Shipping and navigation on inland waterways" is also a concurrent list subject, so maybe this service could be roped in to deal with inland waterways as well.

    39. The Central Empowered Committee (CEC)
    ->constituted by the Supreme Court ;
    ->to save forest and wildlife ;
    ->was in news recently ,Because it has asked for details of the Kolleru Wildlife Sanctuary border dispute from the Andhra Pradesh Forest Department.
    Kolleru Wildlife Sanctuary:
    ->Kolleru Lake - 2nd largest freshwater lake ( Andhra Pradesh)
    ->Kolleru is located between Krishna and Godavari delta.
    ->the lake serves as a natural flood-balancing reservoir for these two rivers.
    -> was declared as a wildlife sanctuary in November 1999 under India's Wildlife Protection Act of 1972, and designated a wetland of international importance in November 2002 under the international Ramsar Convention.

    Key recommendation:
    1.Increase in excise duty (at national level) & registration costs(at state level) on diesel-powered private vehicles.
    2.suggested ban on hoardings on pedestrian walkways - as they poses major safety concerns
    3.to cut down the taxes on buses & other public transport vehicles as a part of measures to make cities & towns more socially & environmentally sustainable

    National Mission on Sustainable Habitats
    Objective:
    • Make habitats sustainable through improvements in energy efficiency in buildings, management of solid waste and a modal shift to public transport.

    | Recommended reducing the contentious grid size of Eco Sensitive Zones (ESZ) along the Western Ghats
    A BRIEF BACKGROUND:

    Dr. K.Kasturirangan Committee did Review of Western Ghats Ecology Experts Panel.

    ->Western Ghats Ecology Experts Panel.

    -> Also known as Gadgil Panel (or Madhav Gadgil committee).
    ->MoEF created this panel on 2010 to To study the ecological and environmental problems of Western Ghats and give recommendations.
    ->In its report to the Ministry in August 2011, the Gadgil committee had designated the entire Western Ghats an \ecologically sensitive area and recommends that entire Western Ghat should be divided into 3 zones (ESZ1, ESZ2 and ESZ3 )+ Protected Areas (namely, existing Wild Life Sanctuaries and National Parks).

    ->He also said that, the final demarcation of the Zones should be done by Western Ghats Ecology Authority (WGEA) after taking inputs from local communities and local bodies.

    -> WGEA will have jurisdiction over the Western Ghat districts in six states (Gujarat, Maharashtra, Goa, Karnataka, Kerala and Tamil Nadu).
    -> WGEA will be a statutory authority appointed by the Ministry of Environment and Forests

    So ,The National Green Tribunal had asked the Union Ministry of Environment and Forests to take expeditious steps to finalise the report of the Western Ghats Ecology Expert Panel.So Dr. K.Kasturirangan Committee came into picture.
