Doubts about OBC (NCL) in UPSC DAF-2017

Friends, as there is no proper discussion on OBC status and doubts for daf, kindly re route to here.

My doubts are:
1. "Note 2: The OBC claim of a candidate will be determined in relation to the State (or part of
the State) to which his father originally belongs. A candidate who has migrated from
one State (or part of the State) to another should, therefore, produce an OBC certificate
which should have been issued to him based on his father's OBC certificate from the
State to which he (father) originally belongs."
As I was born in Telangana, my OBC certificate is from the state. But my dad migrated from AP and now there are two states. Would it be a problem? Even if I want to get a certificate from AP, the gazette notication says the form should be one from before Prelims 2017.

2. What is the status of PSUs for NCL?
