Im assuming that it is for GS.. Sumit Ganguly is more than enough. Current Affairs also covers major chunk of IR. Read Hindu, Ministry of External affairs website.
the syllabus has the following topics

Bilateral, regional grouping - follow news and make note of recent decisions taken in major grouping. Wiki them and study their organisation and mandate.
Effect of policies of other countries that affect India's interests - Newspaper - like China's string of pearls, etc
Diaspora - check mrunal and MEA
Important Int Institutions - wiki major institutions and make note of it. Study their mandates, structures and recent decisions. also know the issues going on in the institutions.. like West domination in U.N., India's permanent membership etc.
    1st Attempt - 2014 - CSM-fail
