Why shouldn't General Category have 35/9 as Age/Attempt equal to OBC when OBC enjoys 27% reservation

Till 1992 UPSC exams, reserved seats were only 22.5% (15% SC + 7.5% ST)..
From 1993, at the cost of positive discimination in favour of OBC category, 27% seats out of 77.5% General Allotted seats were carved out for OBC category.. They also get reservation and other benefits in their respective states even more than 27% in some states...

Then what is the rationale for lesser age and attempts for General Category vis-a-vis OBC category.. The general category candidates should not be left to discrimination of multiple types... its fine ok let the STATE/CONSTITUTION/GOVT provide reservation (positive discrimination/Art 16)...

But... too much of positive discrimination in Civil Services, of multiple types- in age, in number of attempts is ridiculous.. It renders OPEN CATEGORY to loss of opportunity actually...

  • Reservation is a political NO-GO Zone for any government.
    Whatever merits/demerits, whatever better alternatives, nothing going to be fruitful atleast for decades (untill caste politics survival!!!)

    Even GST, demonetisation comes with this much political risk, think about reservation!

    this 35 age / 9 attempts scheme for general category DOES NOT AFFECT 27% reservation of OBC in any manner.. that percentage 27% of obc will always be recruited, it remains intact/sacrosanct/unaffected- leading to absolutely no impact on Reservation policy of 27% among OBC candidates and 22.5% of SC/STs ..

    this 35 age / 9 attempts relaxation is only a benevolent step relaxing the psychological burden of Brahman/Kshatriya/Agrawal/Guptas..

    35 years for general means 38 for OBC & 40 for SC .. 33/7 for one year cn happen.. 9 attempts and 35 age needs mass revolt..
    in 33/7, all categories would be relaxed by 1 year and atttempt in 2018.. general-33, obc-36, sc-38 ..

    kabhi age 30 hoti thi, fir badhake 32 huyi... us samay bhi aise hi negative/practical intelligence/gyaan wale mahanubhaav huya karte the, jo ek kadam to aage nahi badhate but practicality & status-quo wali baate karte rahte hamesha..

    26 me safeer kareem IPS bana- ghanta age ka koi relation hai ethics se integrity se... practical job experience jada important hai, jo ki 22-26 age wale delhi me taiyari karne walo me nahi hota... ek number ke qtiye ghoomte firte rahte hain delhi me - yahi modi ka skilled india hai...

    but ye baat bilkul sahi hai ki ye sarkaar bahut chor mentality ki hai.. saari problem lower/middle class ke liye karti hai.. but elections 1.5 years me ho rahe hain, isliye meko lagta hai, abb "sarkaar maan jayegi"...

    UPSC, govt nobody wants aspirants who spent many years in preparation.
    Their opinion is it's waste of youth energy.
    Former UPSC chairman DP Agarwal spoke lot on this angle (videos there in YouTube)

    They know about resistance expected from aspirants. So only status quo for some time. But UPSC standing in desperate position.
    (Due to protest CSAT became qualifying, now for 3 years prelims running on 100 GS questions. This is not the pattern UPSC wanted. It cannot continue more than one or two years)

    Don't expect any relaxation in age, attempt. It going to be opposite! But they ll give grace period for aspirants who ll get affected by those changes, otherwise announce the changes earlier itself before implementation.

    nahi bhai aisa nnahi hai, sach to ye hai ki j & k se hi maximum candidates 30+ and 32+ age ke aate rahe hain hamesha.. a recent example is Baseer-Ul-Haq 2015 batch who cleared at age of 33 or 34 also teaching ethics at Maluka Ias..

    Aisa hai us dp aggarwal ki baat to kro mat, bolta tha coaching walo ki backbone todega aur retire hote hi khud coaching walo k piche ghumne laga ,
    Rahi baat catch them young ki to 2 saal pahle NPA ka sword of honor 33year sc candidate ko mila hai , 2014se 17 ke beech ke topper me gaurav 30 ira 31 air is saal ki 27-8 ki hain , le lo young

    Gaurav Agarwal
    Worked as Investment banker in Citi Bank
    1st attempt IPS
    2nd attempt IAS, AIR 1 (age 29)

    Ira Singhal
    Worked in Cadbury, Coca Cola
    1st attempt - cleared but IRS denied due to fitness issues, after tribunal verdict got some other service.
    Next 2 attempt also cleared, eligible to IRS but denied again.
    4th attempt - got IAS, AIR 1 (age 31)

    Look at their profile, they are not cleared after 3, 4 attempts. So it's not age alone, experience also matters. Their profile itself exceptional in comparison with 'normal' aspirants.
    They are like lateral entry!
    Also no need to speak about their written scores (that not influenced by these bias)

    Here senior aspirants means giving ~4 attempts without success + NO higher education qualifications/work experience in that years.

    It doesn't mean UPSC systematically eliminate senior aspirants. That not even possible.
    UPSC just trying to remove any advantage of cumulative knowledge and some bias there in awarding interview marks. Many senior aspirants cross these barriers also. So only many Committees recommend reforms that focus on recruiting civil servants at young age.

    Those reforms clearly goes against rural aspirants who start to pursue their IAS dreams late (around 25 years)

    Changes are inevitable, but need to balance both giving equal opportunity to rural aspirants and recruiting candidates suitable for present administrative challenges.

    Senior aspirants with 1 or 2 attempts/years should focus their entire energy in clearing this exam and getting some services.
    No point in wasting remaining attempt/ year and thinking about additional attempts.

    Only those who exhausted all attempts/age qualifications may try their best for these additional attempts hope.

  • it is possible but not without a minimum of 50 crowd... just 50 warriors can do it against upsc if they act like 300 spartans...

    Reality is that- V P Singh is still existing in the form of lesser chance(age/attempt) for general category in all types of government exams.... but this situation WILL be reversed in one/half months...
  • I think this is worth trying, specially looking into the preliminary exam turning into gamble after scrapping CSAT. Never in the history of UPSC only 100 question were used to decide the candidate worth writing mains or not.
  • irony is...general candidates become worthless after 32 yrs/6 attempt ( whatsoever earlier ).. despite having healthy food habits and physically strong for 2000 yrs.... and are useless after 32 yrs

    whereas the counterparts have unlimited attempt/death ( whatsoever earlier ) despite being the suppressed section for 2000 yrs... being unhealthy , deprieved of food and not allowed to study ... so perform betr at 42 yrs
  • does any one know any lawyer, or any channel to approach. i think the issue raised is very much just and relevant. Constant change in pattern since last 6-7 years along with gambling of 100 questions in prelims is eroding right of opportunity of gen category. Taking a and constitutional angle also it provides equality of opportunity along with special provision for under privileged class. so no. of attempts of gen category if becomes equal to OBC it will lead to equality of opportunity where as reserved seats will serve the purpose of special provision for OBCs.

    But I am personally not expecting anything!

    Wrong questions in prelims. More than 10k students pushed out.
    Now cheating in prelims and mains. What's the guarantee that a few others did not cheat.there was laxity in security.

    I don't understand why this year's exam process should move forward. It has to be cancelled.

    ideology is important to bring people out of the screen to the protest floor.. ideology of csat discrimination from 2011-15 was becoming outdated, nevertheless their protests under Raghav never died, the last one being on Nov 7 outside PM Awaas..

    the ideology of compensatory attempt in lieu of wrong questions in 2017 prelims was genuine and contemporary one deserving immediate justice... however since the Supreme Court in a "political" , "partisan" and "non-neutral" manner favoured UPSC in 2017 prelims case, so OBC-General ideology having political overtones is emerging..

    This logic to bring parity between OBC and General seems to be a sound ideology and can be revolutionary attracting even people preparing for PSU exams, IES, banking (IBPS), SSC and State exams... This is an ideology possessing capabilities to attract masses provided there is an efficient organisation to implement this..
