Necessity of parliamentary acts

If constitution has a provision for some action, why is it required to be institunalized through an act? Is it to broadbase the provision or to allow convictions directly rather than going through the SC route or anything else?
I don't like to reply to idiots and if you think I am referring to you, you are probably correct.

  • wrt Lalu and Masood,
    With SC route it would have taken another twenty years for the case and they would be MP's till then. The conviction now leads to cancellation of membership and the cronies now have to defend themselves rather than the other way around where law took its own path.(As they said it)
    Hesitating to act because the whole vision might not be achieved, or because others do not yet share it, is an attitude that only hinders progress.
