List of optional query

Does anyone have any idea, how list of optionals is decided by UPSC. I am confused as to why Forest Service exam does not have "geography" as optional, while it has chemistry, mathematics etc. [won't knowledge of geography be more useful in the service than knowledge of say "mechanical engineering"] (I have no grudge against engineers, it is just a doubt!)

[Mod note : The rules of the game you are playing are quite irrational at places. Concentrate on your strengths and areas of strengths and just keeping moving towards your destination. Nothing can be done to change, at least till you pass the exam. Nobody has time and resources amid this chakravuyh. All the best ]
