Dmrc-issue with dgm

Hi
Really need an advice. A friend of mine prepares for ies nd in the meantime he had taken up engineering job with dmrc but he got a very bad location and he tried using some political link to get his location changed. But it backfired. Dgm got really angry and asked him to resign. And hez worried now what he should do. There are 3 things i would like to ask
1. Location is really bad nd he is worried even if doesnt resign they ll make things worse for him. Can they do this?
2. If he resigns will it anyway affect his jobs in other govt sector like bad character certificate or anything?
3. Is dmrc really worth continuing provided he is recruited as a j.e. nd unhappy with the job (there are no financial issues)

Please ppl refrain from passing any judgements and harsh remarks. Those who can give some genuine advice then please do share
