[Advice needed] PIL regarding CSE process

Lawyers on the forum, your opinion & advice is solicited on following queries,

1). Is filing PIL a viable option for
- Getting the DOB shifted to 1st Jan from the existing 1st Aug for CSE (Please note that it has already been done for IES)
- Getting extra attempts, considering the discriminatory pattern from 2011 - 2015 followed by UPSC
- Getting the optional removed
2). If, indeed it is viable, then what is the procedure to file it?
3). The probability that PIL would succeed or be helpful as the protest has resulted in nothing as of now?

I myself have attempts but I feel the cause for which fellow aspirants are fighting is legitimate. Please tender your opinion.
