I born in delhi , completed schooling , graduation , post-graduation from delhi. Lived uptp 21 years in delhi.
From last 7 years we are living in ghaziabad UP. I have my voter ID , Aadhar card on present ghaziabad address.
What will be my home state ?
Delhi or UP? I do't have any domicile certificate either up or delhi.

Huge population
Closer to centre of administration.
Better attention to issues of local concern
Better local representation in legislature
Cons:
Considerable expenditure on building administrative infrastructure
Add Fire to regional tendencies from other parts of India
Possibly Unable to compete with other states for investment
New Inter state river water conflicts
Other similar resource conflicts
So fodder for both sides. Not really in favor of division at the moment but need to construct better arguments.. Suggestions? Please add.
Merit
1. Better demographic dividend
2. Huge and unstructured MSME, informalised labour
3. Better Tourism Potential and Forex

1. Greater Crime rate, insecurity among people.
2. Poor penetration of Central Government schemes, Eg PMFBY.

I think I'll answer in negative if division of the state is asked. Only main counter question is how to manage such a bulky state in terms of population and creative solutions henceforth.
Any suggestions over creative solutions? I'll also look into some.
For skills, in believe up govt has tied up with skill startupa for name.
And first skill bank is also opening in up.
Coupled with this. We need health and education to reap human capital.
Health
1. Robust phc
2. Make health an issue in elections manifesto, despite social issue.
3. Ensure health insurance cover up.
4. Reduce out of pocket expenditure by bulk purchasing, generic medicines
5. Doctors would compulsory put board, whether they write generics or not
6. Ensure inventory to prevent misuse of generics.
7. Clarification on universal definition on generics.
8. Use isro, BARC techniques of testing in commercial scale.
9. Prevent anti microbial resistance by promoting health literacy or health calls.
Education
1. Teachers capacity building shall be looked into, basic need
2. Tet exam needs revamp and increase required qualifications, akin to leaks of TSR subra committee-.
3. Informing parents about students, absence, marks, exam datesheet, syllabus etc.

3. trends of BR, DR etc (birth and death rates)
i'll research more. Acc to census 2011, the literacy rate in UP is below national avg - 70%
As u mentioned in ur answer, we'll have to focus on health and education. esp. at primary level.
We'll need to create conditions conducive to have a dividend, the govt is already working in the direction(skill stuff u mentioned)
