Was Wild Life (Protection) Act 1972 made after states "surrendered" their legislative power?

Laxmikanth (4th ed) on page 14.3 says that "Prize Competition Act, 1955; Wild Life (Protection) Act, 1972; Water (Prevention and Control of Pollution) Act, 1974; Urban Land (Ceiling and Regulation) Act, 1976; and Transplantation of Human Organs Act, 1994" were legislated by the parliament when States requested it to do so.

Is it true? Which states surrendered their power to legislate on the matter? Surely all states couldn't have surrendered their power on these matters..
