The objective here is Revision rather than Speculation.

Guys we have entered the last phase, with 20 days to go it is almost certain that the paper would have been finalised by now.

Now if you had to place a bet on a single topic which you think has the greatest probability of coming in the exam what would it be?
Just write a simplified , crisp summary of that topic, which explains everything about it even to somebody who hasn’t ever heard of it yet. Follow it up with a made up mock question from that topic and also provide the correct answer in the end.

We all love spending time on the forum, this way we will have a summary of super important topics till the 7th which would be revised in a rather relaxed mood than flipping the underlined pages from the notes/book.
Few Rules:
1.Only one post is welcomed per member.
2.Please choose a topic which has not been discussed in earlier bets. No repetition of topics. 
3. Please avoid commenting unless you have to point out that somebody has erred in his explanation and provide the correct explanation. If you appreciate a post simply like it, add your topic and pass on the baton.

    I place my bet on : Lagrange points

    What are they?
    A Lagrange Point is a location in space where the combined gravitational force of two large bodies cancel out the centripetal force being felt by a small body. Simply put, it is a point of equilibrium for a small body w.r.t. to large bodies.

    Since the body remains “parked” (in equilibrium) at these points these points can be use for taking obseravtions.

    Why it is probable for exam?
    ISRO has planned to use points L1 and L5 for its Aditya Mission to study the sun.

    What are L1 and L5?

    There are five Lagrange Points with respect to the earth and the sun, namely L1,L2,L3,L4,L5.
    L1 , L2 and L3 lie on the line connecting the centres of earth and the sun. L1 lies between them.
    L2 behind the earth when viewed from sun and L3 behind the sun when viewed from earth.

    L3 is behind the sun thus it is not at all useful for space observation purpose.
    L1 , L2 ,L3 are points of relatively unstable equilibrium.

    L4, L5 are stable they. If earth and sun occupy the corners of an imaginary equilateral triangle points L4 and L5 will correspond to the third corner of the triangle. (The picture will make it more clear)

    Dust and asteroids accumulate in regions L4 and L5 because of there stability .Such asteroids are called Trojans.
    Question:

    Athens Convention- The Convention establishes a regime of liability for damage suffered by passengers carried on a seagoing vessel.     London Convention- Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter.
    It covers the deliberate disposal at sea of wastes or other matter from vessels, aircraft, and platforms. It does not cover discharges from land-based sources such as pipes and outfalls, wastes generated incidental to normal operation of vessels, or placement of materials for purposes other than mere disposal, providing such disposal is not contrary to aims of the Convention

    It follows a "black list/grey list" approach to regulating ocean dumping; Annex I materials (black list) generally may not be ocean dumped (though for certain Annex I materials dumping may be permissible if present only as "trace contaminants" or "rapidly rendered harmless" and Annex II materials (grey list) require "special care". Annex III lays out general technical factors to be considered in establishing criteria for issuance of ocean dumping permits.

    The main objective of the London Convention is to prevent indiscriminate disposal at sea of wastes that could be liable for creating hazards to human health; harming living resources and marine life; damaging amenities; or interfering with other legitimate uses of the sea. ("all marine waters other than the internal waters" of the States).

    India is not a party to this convention.

    Bunker Convention-​The Convention was adopted to ensure that adequate, prompt, and effective compensation is available to persons who suffer damage caused by spills of oil, when carried as fuel in ships' bunkers.
    The Convention applies to damage caused on the territory, including the territorial sea, and in exclusive economic zones of States Parties.
    "Pollution damage" means:
    (a) loss or damage caused outside the ship by contamination resulting from the escape or discharge of bunker oil from the ship, wherever such escape or discharge may occur, provided that compensation for impairment of the environment other than loss of profit from such impairment shall be limited to costs of reasonable measures of reinstatement actually undertaken or to be undertaken; and
    (b) the costs of preventive measures and further loss or damage caused by preventive measures.

    Another key provision is the requirement for direct action - this would allow a claim for compensation for pollution damage to be brought directly against an insurer

    Hong Kong Convention- An Inventory of Hazardous Materials is one of the requirements of the Hong Kong convention for the 'safe and environmentally sound recycling of ships'. The Hong Kong Convention has been designed to try to improve the health and safety of current ship breaking practices. India, Bangladesh, China, and Pakistan holding the largest ship breaking yards.
    All vessels over 500 gross tonnes (GT) that are in commercial service (the convention does not apply to warships or naval auxiliary or ships operating their whole life only in waters subject to the sovereignty or jurisdiction of the State whose flag the ship is entitled to fly) will have to comply with the convention once it comes into force. Each party that does wish to comply must restrict the use of hazardous materials on all ships that fly the flag of that party.

    Nairobi Convention- The Nairobi International Convention on the Removal of Wrecks, 2007, was adopted by an international conference held in Kenya in 2007. the Convention will provide the legal basis for States to remove, or have removed, shipwrecks that may have the potential to affect adversely the safety of lives, goods and property at sea, as well as the marine environment.

    Yeah, Thanks for correcting me, Its in Loksabha only, but can be amended in either house.
    Motion of thanks: f defeated in Loksabha, then majority of the members are dissatisfied with the govt policies and leads to no confidence, results in resignation.
  • Very GOOD initiative....but rather than flooding with a load of topics...cos everyone will have their list and issues to be covered...we can contribute one solid issue each...based on core subjects or current affairs...like the most probable questions that you are sure that will be asked...that will make things easier...and less burdensome :) Just one to two question each person...say we can have a total 500 questions and we can see how much is repeated....

    For Example: One question that was repeatedly asked in mocks were...

Also don't go too technical and any topic...UPSC generally doesn't go that length...a wise prediction we can call it...and maybe it will be a repeated question in the EXam

    The Treaty of Rome, officially the Treaty establishing the European Economic Community , is an international agreement that led to the founding of the European Economic Community (EEC)

    The TEEC proposed the progressive reduction of customs duties and the establishment of a customs union

    European Council was formalised as an institution in 2009 upon entry into force of the Treaty of Lisbon.
    Treaty of Lisbon

    The Treaty of Lisbon (initially known as the Reform Treaty) is an international agreement which amends the two treaties which form the constitutional basis of the European Union (EU).

    Prominent changes included
    1. move from unanimity to qualified majority voting in at least 45 policy areas in the Council of Ministers
    2. a more powerful European Parliament forming a bicameral legislature alongside the Council of Ministers under the ordinary legislative procedure
    3. a consolidated legal personality for the EU and the creation of a long-term President of the European Council and a High Representative of the Union for Foreign Affairs and Security Policy.
    4. Union's bill of rights, the Charter of Fundamental Rights, legally binding
    5. explicit legal right to leave the EU or rejoin it and procedures to do so

    Maastricht Treaty

    It created the European Union and led to the creation of the single European currency, the euro. The Maastricht Treaty has been amended by the treaties of Amsterdam, Nice and Lisbon.

    The treaty also created what was commonly referred to as the pillar structure of the European Union.

    The treaty established the three pillars of the European Union—one supranational pillar created from three European Communities (which included the European Community (EC), the European Coal and Steel Community and the European Atomic Energy Community), the Common Foreign and Security Policy (CFSP) pillar, and the Justice and Home Affairs (JHA) pillar.

    The Maastricht criteria

    The Maastricht criteria (also known as the convergence criteria) are the criteria for European Union member states to enter the third stage of European Economic and Monetary Union (EMU) and adopt the euro as their currency.

    1. Inflation rates: No more than 1.5 percentage points higher than the average of the three best performing (lowest inflation) member states of the EU.
    2. The ratio of the annual government deficit to gross domestic product (GDP) must not exceed 3% at the end of the preceding fiscal year.
    3. The ratio of gross government debt to GDP must not exceed 60% at the end of the preceding fiscal year.
    4. Applicant countries should have joined the exchange-rate mechanism (ERM II) under the European Monetary System (EMS) for two consecutive years and should not have devalued its currency during the period.
    5. The nominal long-term interest rate must not be more than 2 percentage points higher than in the three lowest inflation member states.

    The purpose of setting the criteria is to maintain price stability within the Eurozone even with the inclusion of new member states.


    The Schengen Agreement is a treaty which led to the creation of Europe's Schengen Area, in which internal border checks have largely been abolished

    European Council

    The European Council, charged with defining the EU's overall political direction and priorities, is the institution of the European Union (EU) that comprises the heads of state or government of the member states, along with President of the European Council and the President of the European Commission.

    Council of the European Union

    It is part of the essentially bicameral EU legislature and represents the executive governments of the EU's member states.
    The Presidency of the Council rotates every six months among the governments of EU member states

    What does the Council of the EU do.
    1.Negotiates and adopts EU laws
    2. Coordinates member states' policies-( economic and fiscal policies,education, culture, youth and sport employment policy)
    3. Develops the EU's common foreign and security policy
    4. Concludes international agreements
    5. Adopts the EU budget


    European Parliament

    The European Parliament (EP) is the directly elected parliamentary institution of the European Union. Together with the Council of the European Union (the Council) and the European Commission, it exercises the legislative function of the EU

    It likewise has equal control over the EU budget. European Commission, the executive body of the EU, is accountable to Parliament

    The European Parliament has three places of work – Brussels (Belgium), the city of Luxembourg (Luxembourg) and Strasbourg (France).

    European Commission

    The European Commission (EC) is the executive body of the European Union responsible for proposing legislation, implementing decisions, upholding the EU treaties and managing the day-to-day business of the EU

    The commission implements the provisions of the EU's governing treaties and carries out legislation enacted by the Council of the European Union and the European Parliament.

    European Central Bank


    The main task of the European Central Bank (ECB) is to conduct monetary policy in the region by managing the supply of the euro and maintaining price stability. It was established in 1998 by the Treaty of Amsterdam.

    The ECB is the only institution that can authorize the printing of euro banknotes.
    Shares in the ECB are not transferable and cannot be used as collateral.

    The European Financial Stability Facility (EFSF) is a special purpose vehicle financed by members of the eurozone to address the European sovereign-debt crisis.

    The EFSF is authorised to use the following instruments linked to appropriate conditionality:

    To provide loans to countries in financial difficulties
    To intervene in the primary and secondary debt markets. Intervention in the secondary debt market will be only on the basis of an ECB analysis recognising the existence of exceptional financial market circumstances and risks to financial stability.
    Act on the basis of a precautionary programme.
    Finance recapitalisations of financial institutions through loans to governments
