Can a bill be passed without Quorum ?

If it is considered that for 10 consecutive days, the strength maintained is near to the minimum quorum, can a bill be passed in these days. It is known that for a bill to be passed, if in case of an amendment bill, special majority is required out of the members present and voting on that day, and if on that day if the attendance in the house is 70, then 2/3rd of 70 is 47.

Can such an important amendment bill be passed with approve from only 47 representatives in the house ? Do the voting take place on that day ? If not, can the voting be postponed ?

  • Special majority involves more than 50% of the total membership + 2/3 of those present and voting. So I guess your scenario would miss the first criteria.
