physical connectivity can add muscle to bridging the gap...
before that we need to mend some imp issues
    # pacify tamil population by giving them rights - 13th amendment - self government
    # solution to the fishermen problem
    # development in the north and north east region which are affected..

    how the project benefits:
    # physical connectivity:
    - trade lines,
    - ppl to ppl contacts,
    - boost to cultural tourism
    - projects for the developmemt of tamil population can be boosted

    issues with the project...
    # environmental issues...
    - the region is eco sensitive zone...gulf of mannar..palk bay
    - corals affected
    - source of fishes
    - disasters...already we had connections before..due to cyclonic strom the connection was cut off...
    # social issues
    - relations with central and state governments on sl issues is not cordial
    - fishermen tussle and arrests by navy
    - having physical connectivity will not promise better relations ex: bangladesh, pakistan
    #economic
    - skepticism on trade from sl side
    - trade imbalance
    # security
    - fear of radicals ,
    - issue of refugees

so it is important to mend the issues at the same time improving the connectivity...

  • if we answer in the way as answered above , do they give marks ??

    no need fr explanation???
  • Religious tourism can also be added.
Can we link it to dhamma vijay of Ashoka
  • Indo Srilankan relations have always been affected by a diversified range of issues whether be it domestic one from Tamils to fishermen or bilateral one from trade and investment,13th amendment, war on LTTE to international ones be it china or the resolutions and voting at UNHRC. The previous regimes crippled with coalition partners and Tamilian and Sinhalese emotions ran the relationship to ransom. But the current regimes in both countries are now in a strong position which could enable them to bridge the existing gap and work towards a better solution on various issues.

The causeway initiative across the palk strait connecting Rameshwaram (India) to Srilanka was mooted by the current PM of srilanka Ranil Wickramasinghe long back but this was in the back for due to various issues till date. The latest announcement by the NDA govt showing some enthusiasm on this over the controversial sethusamudram project is a logical move.

The advantages of having a cause way instead of sethusamudram are multifold.
1.It could lead to movement of goods , services and especially peope .This way it could act as a tool of Track II diplomacy with people to people and civil society contacts. Also more trade and commerce may happen through this route.

    2. It could be interlinked with the routes connecting hinterlands through rail, road , port linkages.

3.Srilankans will get access to a billion plus Indian market and viceversa.

4.with signing of CEPA , trade and commerce is bound to grow and causeway will just boost it.

5.Rameshwaram already being a tourist centre can easily be tapped to encourage tourist flow to srilanka and so would act as entry point for srilankan tourists

6.The infrastructure and linkages developed would provide jobs to srilankan Tamils thereby enhancing Indias soft power further.

7.The motor vehicle agreement between SAARC countries can be made applicable here

8.India could access ports constructed by china like Hambanthota for exports and imports and hence keep an eye on its activities.

9.There will be less political, environmental and religious backlash to this project compared to Sethusamudram .

Criticism against the project might be

1.It may act as a refugee bridge if the situation in Srilanka doesnt improve thereby threatening Indias security.

2.It may be used for illegal human trafficking for those who want to settle in India

3.Srilanka might have apprehension about the project if it sees it as cultural aggression from India if more influence of Tamilnadu happens on its northern and eastern parts.

4.Business community of Srilanka may be apprehensive of Indian goods and investments floooding Lanka.

5.China may see it as an attempt to reduce its influence.

6.Ecological concerns in some cases and the strait becomes more inaccessible to ships.

7.Indias direct access to north through road may rise sinhalese apprehesions.

Inspite of all these , the causeway could act as a true bridge to bridge the gap between the two.

nice answer chanakya....but think about word limit too....we wont have much time to write all these things....and chinas angle here is not necessary ..i think....
  • @ElvisJaran ,, yeah the word limit has exceeded, I could have skipped the first para and reduced the content in points I guess.
China angle I wrote keeping in mind the deep ports its building and if we try to get access to these it might be apprehensive is what I thought...if we have less wordlimit like 150 then that point may not be imp I think.

Stick to the pointwise format, as you have done, it will reap good dividends as far as Paper 2 is concerned.
